First Followers is a Champaign-Urbana-based re-entry program that provides guidance for those impacted by the criminal justice system. GoMAD (Go Make A Difference) is a program within the First Followers that specifically targets people around the ages of 18-24. GoMAD teaches practical employment skills and prepares participants for apprenticeship programs in areas including construction.

Grace Wilken, a researcher at ISTC, organized this partnership to educate the young people in the program about some of the available career paths at the university level in facilities management, earth science, biology, chemistry, and engineering. The current cohort recently toured ISTC to learn about career possibilities in sustainability.

First, the group attended short presentations by Wilkin and Perry Akrie. Wilkin focused on her research with different types of algae and their applications. She talked about sustainability, what it means, and why it is so important for society. Akrie discussed earth science disciplines and possible career paths for people who earn those degrees. Earth science is underrepresented in many high school curriculums and minorities have been historically been underrepresented these fields.

Next, the group toured the ISTC lab space to show the researcher’s day-to-day work. The tour concluded with a walkthrough of the greenhouse space by Vanessa DeShambo, who showcased her work with sustainable algae systems. Her projects seek to address the food-water-energy nexus and integrate wastewater treatment improvements, food production, and energy savings.

The young men in the cohort were excited to learn more about the various uses of algae and in the idea of earth science as a possible career path.

Farm to Food Bank project publishes 2022 year in review report

As previously reported on the ISTC blog, the Farm to Food Bank program recently developed six case studies highlighting work with farmers during the 2022 growing season. Each case study includes a summary of the project, as well as lessons learned. Pilot project models included food flowing from farm to food bank, farm to food pantry, and utilizing aggregation sites.

Now the program has releasedIllinois Farm to Food Bank Program 2022 Year in Review.” This report outlines all the different pilot projects that occurred in 2022 along with key takeaways. It also details central challenges and opportunities that exist in expanding this statewide program. The report was authored by the ISTC Technical Assistance Program (TAP) Zero Waste Program, in collaboration with Steve Ericson of Feeding Illinois.

Because its Technical Assistance Program (TAP) has experience working on food waste reduction and management projects, the Illinois Sustainable Technology Center is proud to be a partner organization for Food Waste Prevention Week!

TAP offers free sustainable manufacturing training for facilities in Illinois

The Technical Assistance Program (TAP) within the Illinois Sustainable Technology Center at the University of Illinois is excited to announce an innovative training program under a grant funded by the U.S. Environmental Protection Agency (EPA). The focus of this grant is to increase the competitiveness of Illinois manufacturers by reducing environmental impacts and costs. 

This program will provide eligible manufacturers in Illinois with training and skills needed to assess their operations through a sustainability lens, resulting in minimized waste and improved energy and resource efficiency, while protecting environmental and human health. By training facility personnel in proven methods to perform an assessment, participants can achieve cost savings and reductions in energy, water, and hazardous materials/waste methods. This model can be incorporated into company practices to repeat source reduction/pollution prevention savings efforts for years to come.

This grant-funded service explained in our flyer is delivered at no cost to manufacturers and their supporting industries across many sectors including aerospace; automotive; chemical; food & beverage; and metal finishing & fabrication.

The services provided by our team are fully confidential and completely free to manufacturers, with no obligation. Our technical assistance specialists work with your team to identify opportunities for continuous improvement and help guide you through the implementation process to ensure success in achieving sustainability goals and related cost savings. Note that priority for participation will be given to manufacturers in underserved communities, identified using the U.S. EPA’s EJScreen tool, though participation is not restricted to facilities in those communities. Other grant opportunities may be available to assist interested manufacturers.

Farm to Food Bank project publishes case studies highlighting recent collaborations

The Farm to Food Bank project recently published six case studies of their work with farmers during the 2022 growing season. Each case study includes a summary of the project, as well as lessons learned.

During the 2022 growing season, these six partners delivered over 975,000 pounds of surplus and off-grade fresh produce to food banks and pantries throughout Illinois.

  • Getting an early, off-season start with farmers markets and growers is essential. It allows farmers markets to introduce the program when growers aren’t as busy. It also allows food banks, food pantries, and growers to have conversations about what crops to plant, especially in areas of the state where the communities are diverse and may have preferences for specific types of produce.
  • Using reusable plastic crates prevents both packaging and food waste.
  • Growers can champion the program and recruit other growers.

Institutional Water Treatment program service helps combat the spread of Legionnaires’ disease

Part of the Illinois Sustainable Technology Center’s Technical Assistance Program (TAP), the Institutional Water Treatment program, or IWT, provides unbiased, professional water treatment advice to facilities equipped with institutional water systems such as cooling towers, chillers, boilers, etc. IWT services support public health and safety while also facilitating cost savings associated with chemicals, energy, water, and maintenance in industrial and potable water systems. Services range from presenting on-site training and seminars to providing chemical specifications and making recommendations concerning a comprehensive water treatment program for the control of corrosion, mineral scale formation, and biological growth.

Recently, IWT has added to its list of valuable services by offering testing for Legionella pneumophila, the bacterium that causes Legionnaires’ disease–a potentially fatal type of pneumonia (lung infection). L. pneumophila also causes Pontiac fever, a less serious, flu-like illness. This bacterium can grow in building water systems, such as showerheads, sink faucets, cooling towers, ice machines, spa pools, evaporative condensers, hot water systems, and complex plumbing systems. People become infected by inhaling tiny water droplets containing bacteria, or by aspirating contaminated drinking water (accidentally inhaling water into the lungs or windpipe when drinking).

Legionnaires’ disease and L. pneumophila derive their names from a 1976 outbreak of pneumonia that occurred among attendees of an American Legion convention at the Bellevue-Stratford Hotel in Philadelphia, PA. There were a total of 182 reported cases, with 29 deaths, among the 2000 attendees. The cause of the outbreak was eventually determined to be a previously unknown bacterium, L. pneumophila, which had bred within the cooling tower of the hotel’s air conditioning system and subsequently spread throughout the building, infecting the Legionnaires. Once this bacterium had been isolated, the Centers for Disease Control (CDC) were able to retroactively attribute earlier outbreaks of disease to it, including earlier cases of Legionnaires’ and an outbreak of a flu-like illness at a health department in Pontiac, MI which became known as Pontiac fever.

According to the CDC, health departments reported nearly 10,000 cases of Legionnaires’ disease in the United States in 2018; however, Legionnaires’ disease is likely underdiagnosed, so this may underestimate the true incidence. Since no vaccines exist to prevent Legionnaires’ disease, the key to prevention is proper maintenance of building water systems to reduce the risk of growth and spread of bacteria. Regular maintenance testing of large distribution water systems provides validation that the water management program is effectively preventing the growth of L. pneumophila. Testing is also performed during outbreak investigations to identify the source of bacteria where reported cases of Legionnaires’ disease have been confirmed.

IWT offers on-site water sample collection and two laboratory test methods for L. pneumophila detection. The IWT laboratory is one of only six laboratories in Illinois that is CDC ELITE Certified for Legionella testing. The CDC Environmental Legionella Isolation Techniques Evaluation (ELITE) is a yearly program where laboratories demonstrate their proficiency in successfully identifying Legionella in water samples.

ISTC scientist is set to develop technology addressing water contaminated with PFAS

Man-made per- and polyfluorinated substances (PFAS), known as “forever chemicals,” withstand many treatment options and bioaccumulate in the environment, posing serious environmental and health concerns. With a three-year, nearly $1 million grant from the U.S. Department of Defense (DOD) Strategic Environmental Research and Development Program (SERDP), Illinois Sustainable Technology Center (ISTC) scientists are developing a new technology to remove and destroy PFAS from contaminated water using a designer biochar produced from woody biomass or agricultural residues such as corn stalks and cobs.

PFAS are a widely used class of chemicals found in many different consumer, commercial, and industrial products, including non-stick coatings and textiles. Since the 1970s, PFAS have also been used in firefighting foam, which is why the DOD is interested in finding new solutions to clean up contaminated sites where firefighters have trained, according to Wei Zheng, principal investigator of the project at ISTC, a unit of the Prairie Research Institute at the University of Illinois Urbana-Champaign.

Activated carbon, as a most common adsorbent, is typically used to treat PFAS-containing water. Once the activated carbon is saturated with the contaminants, the spent adsorbent is incinerated. However, incineration, even done at sufficiently high temperatures, cannot completely destruct PFAS and will create some hazardous and toxic byproducts. In 2022, the Office of the Assistant Secretary for Defense placed a temporary ban on incineration of materials containing PFAS until safe guidance for disposal of PFAS is issued.

“If incineration is not an option, the spent adsorbent ends up in the landfill where PFAS can leach to water sources and evaporate to air because they won’t degrade,” Zheng said. “So, PFAS will go back to the environment. In this way we just solve one issue but generate a new problem.”

In addition, wastewater treatment plants can’t solve the PFAS issue because these contaminants are never destroyed by conventional treatment techniques. That is why they are called forever chemicals.

In the new project, Zheng will develop a hydrothermal technology, likened to pressure cooking, that will destroy PFAS absorbed on low-cost designer biochar created at ISTC, and at the same time reactivate the biochar that has reached its sorption capacity for reuse. Thus, the designer biochar will act a double role as an adsorbent to remove PFAS from contaminated water and as a catalyst to destroy these compounds under a hydrothermal system. 

“The most important and innovative aspect of the project will be the complete destruction of PFAS once they are removed from the water,” Zheng said. “PFAS are widely detected in the environment and in the atmosphere. Our project is designed to mitigate human exposure to PFAS, helping to find ways to indeed solve this problem.”

ISTC is collaborating with researchers at the U.S. Army Corps of Engineers Construction Engineering Research Laboratory on this project.

Farm to Food Bank project featured at From Food to Flowers: Everything Local conference

The Farm to Food Bank project was featured at the recent From Food to Flowers: Everything Local conference in Springfield.

The conference combined the Illinois Food, Farmers Market, and Specialty Crop Conferences and brought together farmers and agribusiness leaders from across the state with other partners throughout the Illinois local food supply chain.

The Thursday evening banquet featured a panel presentation with Feeding Illinois, two Farm to Food Bank producer partners partners (Flamm Orchards and Roth Countryside Produce), The Land of Goshen Community Market, and St. Louis Area Foodbank. The panel discussed how their organizations were involved in the project, what their experiences were like, and what is needed to grow the initiative. During the banquet, Feeding Illinois also presented Rendleman Orchards with a “Friend of the Food Bank” award for their work with Farm to Food Bank.

Bipartisan Infrastructure Law funding now available to support recycling and composting

On November 17, 2022 the U.S. Environmental Protection Agency (EPA) announced the availability of $100 million in grants for recycling infrastructure and recycling education and outreach projects throughout the country.

The Solid Waste Infrastructure for Recycling (SWIFR) Grant Program is divided into several funding opportunities. Information on the State and Territory Grant Program and the Political Subdivisions Grant Program is currently available on the U. S. EPA website, with information on the Tribal Grant Program coming soon.

SWIFR Political Subdivisions Grant Program

Entities eligible to apply for funding through the SWIFR Political Subdivisions Grant Program include “Political subdivisions” of states and territories, such as counties, cities, towns, parishes, and similar units of governments that have executive and legislative functions to be political subdivisions of states and territories.

Applications Due: January 16, 2023
Notice of Intent to Apply Deadline: December 15, 2022
Funding Available: The minimum individual award amount is $500,000 and the maximum individual award is $4,000,000 for the grant period.
Grant Period: Up to 3 years

Materials and waste streams considered under this announcement include:

  • Municipal solid waste (MSW), including plastics, organics, paper, metal, glass, etc. and construction and demolition (C&D) debris.
  • In addition, materials and waste streams considered include the management pathways of source reduction, reuse, sending materials to material recovery facilities, composting, industrial uses (e.g., rendering, anaerobic digestion (AD)), and feeding animals.

All applications must achieve one or more of the following objectives:

  • Establish, increase, expand, or optimize collection and improve materials management infrastructure.
  • Fund the creation and construction of tangible infrastructure, technology, or other improvements to reduce contamination in the recycled materials stream.
  • Establish, increase, expand, or optimize capacity for materials management.
  • Establish, improve, expand, or optimize end-markets for the use of recycled commodities.
  • Demonstrate a significant and measurable increase in the diversion, recycling rate, and quality of materials collected for municipal solid waste.

Eligible activities include (but are not limited to):

  • Innovative solutions and/or programs that provide or increase access to prevention, reuse, and recycling in areas that currently do not have access; including development of and/or upgrades to drop-off and transfer stations (including but not limited to a hub-and-spoke model in rural communities), etc.
  • The purchase of recycling equipment, including but not limited to sorting equipment, waste metering, trucks, processing facilities, etc.
  • Upgrades to material recovery facilities (MRFs) such as optical sorters, artificial intelligence, etc.
  • Development of and/or upgrades to composting facilities or anaerobic digesters to increase capacity for organics recycling.
  • Development of and/or upgrades to curbside collection programs or drop-off stations for organics.
  • Development of and/or upgrades to reuse infrastructure such as online reuse platforms, community repair spaces, technology and equipment to improve materials management reuse options, food donation, and upcycling, staging areas for material reuse/donation, reuse warehouses, and reuse centers, and electronic waste and computer recycling and refurbishing.

Recycling Education and Outreach (REO) Grant Program

The REO Grant Program includes $30 million in funding for projects to improve consumer education and outreach on waste prevention, reuse, recycling, and composting. The grants aim to reduce waste generation, decrease contamination in the recycling stream, and increase recycling rates across the country in a manner that is equitable for all.

Eligible applicants include:

  • U.S. States, including Washington, D.C.
  • Puerto Rico, Virgin Islands, Guam, American Samoa, Commonwealth of Northern Mariana Islands.
  • Local governments.
  • Federally recognized tribal governments.
  • Native Hawaiian organizations, Department of Hawaiian Home Lands, Office of Hawaiian Affairs.
  • Nonprofit organizations.
  • Public-private partnerships.

Applications Due: January 16, 2023
Notice of Intent to Apply Deadline: December 15, 2022
Funding Available: The minimum individual award floor is $250,000, and the maximum individual award ceiling is $2,000,000 for the grant period.
Grant Period: Up to 3 years

Materials within the scope of this grant program include commonly recycled materials, such as aluminum and steel containers, glass, cardboard paper, and plastics, as well as food, organics (yard and tree trimmings, wood, etc.), textiles, batteries, and electronics. Also within the scope of this grant program are education and outreach activities that prevent or reduce waste by reducing, reusing, repairing, refurbishing, remanufacturing, recycling, composting, or using anaerobic digestor systems to treat these types of materials or to reduce related contamination.

All projects must encourage the collection of recyclable materials and must achieve one or more of the following objectives:

  • Inform the public about residential or community recycling programs.
  • Provide information about the recycled materials that are accepted as part of a residential or community recycling program that provides for the separate collection of residential solid waste from recycled material.
  • Increase collection rates and decrease contamination in residential and community recycling programs.

Eligible activities include (but are not limited to):

  • Public service announcements.
  • Door-to-door education and outreach campaigns.
  • Social media and digital outreach.
  • An advertising campaign on recycling awareness.
  • The development and dissemination of:
    • a toolkit for a municipal and commercial recycling program.
    • information on the importance of quality in the recycling stream.
    • information on the benefits of recycling.
    • information on what happens to materials after the materials are placed in the bin.
  • Businesses recycling outreach.
  • Bin, cart, and other receptacle labeling and signs.
  • Community ambassador education programs or training the trainer programs.
  • Other education and outreach activities to improve waste prevention, reuse, and recycling, and reduce contamination, such as evaluations and evidence-based messaging and strategies associated with preventing or reducing waste and improving reuse, repair, refurbish, and remanufacture of materials.
